Project "Strengthening Civil Society Participation in Public Councils in Kyrgyzstan"

Dear Applicants and their Partners!

Kindly note the following clarifications and recommendations based on the frequently asked questions. They could be helpful to avoid administrative check failures and prepare your project proposal duly.

Eligibility of applicant/partner/action

To ensure equal treatment of applicants, the Contracting Authority cannot give a prior opinion on the eligibility of lead applicants, partners, an action or specific activities.

The overarching rule here revolves around careful reading of the Guidelines (Annex A):

  • Eligibility of an action – see Sections 1.1 (relevance to the objectives of the Call) and 2.1.2
  • Eligibility of applicant/partner – see Section 2.1.1
  • Duration of an action – see Sections 2.1.2 and 2.4
  • Possible number of proposals from applicant/partner – see Section 2.1.2

Procedures to apply

Applications can be submitted only by 1 form of delivery: EITHER emailed submission OR post-/hand-delivery.

In both cases, a full package of application documents must be enclosed: in 1 email submission OR in 1 envelope.

As Section 2.2.1 of the Guidelines specifies, a full package of the application documents consists of:

  • Application form (Annex B)
  • Budget (Annex C)
  • Declarations by applicant/partner to be signed/stamped
  • Supporting documents from applicant (copies of Charter and Certificate of registration, CV for project manager/coordinator)

Please, keep in mind that applications delivered by post-/hand-delivery must contain a CD-Rom with e-version of the Application Form (Annex B) and Budget (Annex C).


Civil society organisations are invited to participate and create a joint project with the Public Councils of state bodies and/or small/regional Public Councils, established from the local communities and initiative groups, as well as with the media and journalists.
